End Result A: Commercial services are licensed and professional services have competent, qualified licensees.

2.51% decrease in the number of commercial and professional services licenses from 117,250 in FY2008 to 114,307 in FY2009; reducing the choice consumers have in selecting a licensed provider.

End Result B: Business, professional and commercial services are compliant with licensing regulations.

There were 956 complaints received in FY2009 of which 111 (12%) remain to be addressed at the end of FY2009, not meeting the target to address 100% of complaints received.
