End Result A: Local governments provide essential services and operate in a sustainable manner.

	91% of municipal governments are estimated to have provided essential public services in FY2009, increasing from 83% in FY2008 but not meeting the target of 100%.
	7.4% decrease in the number of rural utilities which met all essential management indicators from FY2008 to FY2009, not meeting the target of 5%.
	16% of taxing municipalities were audited in FY2009, which did not meet the goal of 20%.
	Of 466 communities eligible for assistance, about 150 are known to be non compliant with management sustainability indicators.
