From the raw position counts, it might
appear that there are 97 "New" positions overall in
the Executive Branch. Here's the story behind the numbers.
A. 29
full time positions have been deleted. For instance:
The Legislature deleted
the funding but not the positions for 22 court security officers
in the FY2000 Alaska State Trooper Detachments budget. The adjustment
is made in the FY2001 budget.
B. 55 positions are for the
new youth offender facilities and the Public Health Lab already
approved by the Legislature, such as:
54 positions to staff
the new youth offender facilities approved in prior budget capital
budgets and now under construction ¾ 21 for McLaughlin,
18 for Mat-Su, 15 for Ketchikan.
1 for Public Health Lab
C. 15 positions will be funded
in self-supporting enterprises such as Anchorage International
Airport and AHFC, with absolutely no impact on the fiscal gap
but a positive impact on the state's economy, such as:
8 workers for increased
activity at Anchorage International Airport
2 for the Kodiak Launch
facility
1 for the Regulatory Commission
of Alaska
D. 25 positions are for federally
funded construction and services, such as:
4 for increased federal
construction for highways and commercial vehicle enforcement
5 in the Department of
Education and Early Development
6 in the Department of
Labor and Workforce Development
8 in the Department of
Health and Social Service
E. 5 positions are funded with
user fees, etc. without impact on the fiscal gap:
3 Food Safety and Sanitation
Inspectors
1 funded by Delta/Greely
School District
F. Of the 26 remaining positions:
8 in the Department of
Administration including the Foster Care Project , Child in Need
of Aid caseload, and Senior Services Assisted Living Licensing
4 in the Department of
Health and Social Services including a Pediatric Pathologist
and 2 positions to accommodate overcrowding at Bethel Youth Facility
1 in the Department of
Military and Veterans Affairs for a National Missile Defense
Coordinator
1 in the Department of
Public Safety for a Child Protection programmer
12 in the Department of
Revenue for the Child Support Enforcement Smart Start Initiative
2 in the Department of
Transportation and Public Facilities for Whittier Tunnel operations
and Alaska Marine Highway marketing
-1 in the Governor's Office
for Alaska Budget System project completion
-1 in the Department of
Environmental Conservation for elimination of Public Information
Officer position.
Note that many positions could be counted
in more than one category. Also, many positions have multiple
fund sources such as highway construction with 90% federal and
10% state funds.
