Article XIV

Apportionment Schedule

Article XIV is repealed by 1998 Ballot Measure No. 3, eff. 1/3/99, (1998 Legislative Resolve 74; 20th Legislature's SCS CSHJR 44 (JUD)). A replacement redistricting schedule will be adopted by the redistricting board established in Article VI, Section 8, upon completion of the 2000 census.

Editor's Note: Set out below is the existing apportionment schedule according to the "Proclamation of Final Reapportionment and Redistricting", dated March 25, 1994. The election districts, senate districts and description of election districts are as follows:

Description of Election Districts.

 

 

House District 1 - Senate District A - Ketchikan

 

House District 1 includes all uplands and adjacent islands bounded by a line beginning at the intersection of the United States-Canada international boundary at the head of Portland Canal, proceeding northwesterly along the international boundary line to a point near Mt. Lewis Cass, southwesterly and generally bisecting the Cleveland Peninsula to Helm Bay, northwesterly to Black Bear Creek, along Black bear Creek to Union Bay, westerly to Ernest Sound, southeasterly along Clarence Strait to intersect the Ketchikan Gateway Borough boundary, southerly along the borough boundary into Nichols Passage and Revillagigedo Channel, southerly along Revillagigedo Channel to intersect the United States-Canada international boundary, easterly and northerly along the international boundary along Pearse and Portland Canals to the point of beginning. The house district includes the Ketchikan Gateway Borough, Hyder, Saxman, and Meyers Chuck. The house district has a population of 13,985 and a variance of +1.7 percent. The house district will elect one house member and, with House District 2, one senator.

 

House District 2 - Senate District A - Sitka - Wrangell - Petersburg

 

House District 2 includes the City and Borough of Sitka, the communities of Petersburg, Kupreanof, and Wrangell, and the following islands: Wrangell, Woronkofski, Sergief, Kadin, Liesnoi, Vank, Sokolof, Greys, Rynda, Mitkof, Woewodski, Level, all in Duncan Canal; Kupreanof southwest of a line following the drainage of Cathedral Falls Creek from its mouth at Hamilton Bay to the headwaters of Big Creek and then to its mouth at Frederick Sound; Kuiu Island south of a line connecting No Name Bay and Tebenkof Bay at approximately 56%30' North Latitude; and the following islands: Conclusion, Sumner, Hamilton, Hound, and Horseshoe, all in Kuiu Strait. The house district has a population of 14,541 and a variance of +5.8 percent. The house district will elect one house member and, with House District 1, one senator.

 

House District 3 - Senate District B - Downtown Juneau

 

House District 3 includes the area of the City and Borough of Juneau bounded by a line beginning at a point on the United States Canada international boundary southeast of Boundary Peak 95 approximately on the Matthes Glacier, proceeding southeasterly to Echo Mountain, southerly to a point of intersection with Mendenhall Lake, along the north shoreline of Mendenhall Lake to Nugget Creek, along Nugget Creek to Nugget Creek Glacier, southwesterly along Heintzleman Ridge to Thunder Mountain, southwesterly along Jordan Creek to Egan Drive, west along Egan Drive to the Mendenhall River, southerly following the Mendenhall River to the intersection with the midline of Fritz Cove, southwesterly along the midline of Fritz Cove into Stephens Passage to the point of intersection with the City and Borough of Juneau boundary, along the borough boundary to the point of the beginning. The house district has a population of 13,427 and a variance of -2.4 percent. The house district will elect one house member and, with House District 4, one senator.

 

House District 4 - Senate District B - Mendenhall Valley

Communities included in the district that are outside the City and Borough of Juneau are Cube Cove, Hawk Inlet, Funter Bay, Horse Island, and Colt Island. The house district has a population of 13,492 and a variance of -1.9 percent. The house district will elect one house member and, with House District 3, one senator.

 

House District 5 - Senate District C - Southeast Islands

 

House District 5 is composed of that portion of Alaska southeast of a line from Boundary Point 187 on the United States-Canada international boundary due south along the 141st Meridian to the international waters, including all uplands and islands not contained in Districts 1, 2, 3, and 4. Included in House District 5 are the communities of the Angoon, Coffman Cove, Craig, Edna Bay, Elfin Cove, Gustavus, Haines, Haines Borough, Hollis, Hoonah, Hydaburg, Kake, Kasaan, Klawock, Klukwan, Metlakatla, Pelican, Point Baker, Port Alexander, Port Protection, Skagway, Tenakee Springs, Thorne Bay and the City and Borough of Yakutat. The house district has a population of 13,544 and a variance of -1.5 percent. The house district will elect one house member and, with House District 6, one senator.

 

House District 6 - Senate District C - Kodiak

 

House District 6 includes all islands and uplands contained within the Kodiak Island Borough. The house district has a population of 13,309 and a variance of -3.2 percent. The house district will elect one house member and, with House District 5, one senator.

 

House District 7 - Senate District D - Homer

 

House District 7 includes all uplands and islands contained within the Kenai Peninsula Borough southwest of a line described as follows: beginning at the intersection of the Tlikakila River and the western boundary of the Kenai Peninsula Borough, proceeding northeasterly following the Tlikakila River to Summit Lake, easterly and southerly around Double Glacier to the intersection with the Drift River, easterly downstream to its mouth at Cook Inlet, easterly across Cook Inlet and north of Kalgin Island to intersect the Kenai Peninsula at the approximate midpoint of Kalifonsky Beach in the S3/4 of Section 1, T4NR12W S.M., across Kalifonsky Beach Road and along unnamed road, northeasterly along unnamed road to the point of intersection of unnamed road and Unocal 14-6 Road, southerly along Unocal 14-6 Road into the Kenai Gas Field, easterly through the Kenai Gas Field to Gas Well Road, northerly along Gas Well Road to the point of intersection of Gas Well Road and Kalifonsky Beach Road, then easterly to the point of intersection of Kalifonsky Beach Road and Sterling Highway, then southwesterly to the point of intersection of Sterling Highway and Arac loop Road, then southwest to the point of intersection of Arc Loop Road and Slikok Creek, then southwesterly and southeasterly along Slikok Creek to a point near S3/4 Section 36 T4NR11W S.M., then southwest to Coal Creek, then Southwest to a point of intersection of Coal Creek and the Kenai National Wildlife Refuge, then southerly and easterly to a point of intersection of the Kenai National Wildlife Refuge and the Kasilof River in the SW1/4 of Section 9, T2NR11W S.M., southeasterly following the Kasilof River upstream to the outlet of Tustumena Lake, along the midline of Tustumena Lake to Tustumena Glacier, southeasterly across the Harding Icefield to Northwestern Fiord, southeasterly through Granite Passage to the point of intersection with the southern Kenai Peninsula Borough boundary. The house district has a population of 13,661 and a variance of -0.7 percent. The house district will elect one house member and, with House District 8, one senator.

 

House District 8 - Senate District D - Seward - Soldotna

 

House District 8 contains all uplands and islands within the area of the Kenai Peninsula Borough described as follows: beginning at the intersection of the Sterling Highway and Kalifonsky Beach Road in Soldotna, proceeding southwest along the Sterling Highway to a point of intersection of Sterling Highway and Arc Loop Road, southwest to the point of intersection of Arc Loop Road and Slikok Creek, then southwesterly and southeasterly to a point near S3/4 Section 36, T4NR11W S.M., then southwesterly to Coal Creek, southwesterly along Coal Creek to the point of intersection with the Kenai National Wildlife Refuge, then southerly and westerly to the point of intersection of the Kenai National Wildlife Refuge and the Kasilof River in the SW1/4 of Section 9, T2NR11W S.M., following the Kasilof River southeasterly upstream to the outlet of Tustumena Lake, along the midline of Tustumena Lake to Tustumena Glacier, southeasterly across the Harding Icefield to Northwestern Fiord, southeasterly through Granite Passage to the southern Kenai Peninsula Borough boundary, east and north along the borough boundary to a point in Turnagain Arm north of the Chickaloon River mouth, south to the mouth of the Chickaloon River and proceeding upstream to the pipeline road, southwesterly along the pipeline road to the Moose River, following the river southwesterly downstream to the West Fork of the Moose River, northerly up the West Fork to Grebe Lake, southwesterly from the lake to the Swanson River Road, southerly along the road to the Kenai National Moose Range boundary, west along the range boundary to the City of Kenai boundary, south along the city boundary to the midpoint of the Kenai River crossing, following the river southerly upstream to the City of Soldotna boundary, along the city boundary west until it merges with Kalifonsky Beach Road, east along Kalifonsky Beach Road to the Sterling Highway, the point of beginning. The house district has a population of 13,547 and a variance of -1.5 percent. The house district will elect one house member and, with House District 7, one senator.

 

House District 9 - Senate District E -Kenai - Nikiski

 

House District 9 contains all uplands and islands within the area of the Kenai Peninsula Borough described as follows: beginning at a point on the northern Kenai Peninsula Borough boundary in Turnagain Arm north of the Chickaloon River mouth, proceeding south to the mouth of the Chickaloon River and upstream to the point of intersection with the pipeline road, southwesterly along the pipeline road to the Moose River, following the river southwesterly downstream to the West Fork of the Moose River, northerly up the West Fork to Grebe Lake, southwesterly from the lake to the point of intersection with the Swanson River Road, southerly along the road to the Kenai National Moose Range boundary, west along the range boundary to the City of Kenai boundary, south along the city boundary to the Kenai River crossing, following the river southerly upstream to the City of Soldotna boundary, west along the city boundary to Kalifonsky Beach Road, west to Gas Well Road, south into the Kenai Gas Field east through the Kenai Gas Field to the point of intersection with Unocal 14-6 Road, northerly to the point of intersection with Unocal 14-6 Road and unnamed road, southwesterly along unnamed road to Kalifonsky Beach Road, west to the mid point of Cook Inlet, northeasterly up the midline of Cook Inlet to the point of intersection with the northern Kenai Peninsula Borough boundary, easterly along the borough boundary to the point of beginning. The house district has a population of 13,331 and a variance of -3.0 percent. The house district will elect one house member and, with House District 10, one senator.

 

House District 10 - Senate District E - Huffman - Klatt

 

House District 10 includes all uplands bounded by a line beginning at a point on the Municipality of Anchorage boundary in Turnagain Arm south of Klatt Road and proceeding due north to a point on the Anchorage coastline that is due east of the extension of Klatt Road, easterly to Timberlane Drive, north to Klatt Road, east to the New Seward Highway, north to O'Malley Road, east to Lake Otis Parkway, north to Abbott Road, east to Abbott Loop Road, south to Bragaw Street, south to Elmore Road, south to Rabbit Creek, along Rabbit Creek southwesterly to Old Seward Highway, northwesterly to the New Seward Highway, south to Potter Creek, following Potter Creek to its mouth, south from the mouth of Potter Creek to the Municipality of Anchorage boundary in Turnagain Arm and northwesterly along the municipal boundary to the point of beginning. The house district has a population of 13,589 and a variance of -1.2 percent. The house district will elect one house member and, with House District 9, one senator.

 

House District 11 - Senate District F - West Anchorage

 

House District 11 is bounded by a line beginning at the intersection of Dimond Boulevard and Minnesota Drive, proceeding east to the Alaska Railroad, north along the railroad to Campbell Creek, northerly along Campbell Creek to Dowling Road, west to C Street, north to International Airport Road, west to the Alaska Railroad, north along the railroad to Minnesota Drive, north to Spenard Road, southwest to East Turnagain Boulevard, north to West 42nd Place, west to Wisconsin Street, north to West 40th Avenue, west to Aero Avenue, north to West 36th Avenue, west to the Lake Hood Airstrip, northwest to the end of Lake Hood Airstrip, west to the North-South taxiway on Anchorage International Airport, southeasterly along the taxiway and across the East-West runway to the west end of South Airpark Place, south to Raspberry Road, east to Service Road, south to West 74th Court, west to Jewel Lake Road, south to Strawberry Road, east to Northwood Drive, due east to Minnesota Drive, south to Dimond Boulevard, the point of beginning. The house district has a population of 13,833 and a variance of +0.6 percent. The house district will elect one house member and, with House District 12, one senator.

House District 12 is bounded by a line beginning at the mouth of Campbell Creek, northeasterly to the outlet of Campbell Lake and along the south shore of Campbell Lake to its inlet, following Campbell Creek to Dimond Boulevard, east on Dimond Boulevard to Minnesota Drive, north to the point of intersection with a line extending due east from the intersection of Strawberry Road and Northwood Drive, west along that line and Strawberry Road to Jewel Lake Road, north to West 74th Court, east to Service Road, north to Raspberry Road, west across Sand Lake Road to the extension of the west end of South Airpark Place, northwesterly across the East-West runway of Anchorage International Airport and up the taxiway of the North-South runway to the northwest corner of District 11, west to the Anchorage coastline, following the coastline south and east to the mouth of Campbell Creek, the point of beginning. The house district has a population of 13,663 and a variance of -0.6 percent. The house district will elect one house member and, with House District 11, one senator.

House District 13 includes Fire Island and is bounded by a line beginning at the mouth of Ship Creek, following Ship creek upstream to the Alaska Railroad crossing, northeasterly along the railroad to the C Street overpass, south to West 3rd Avenue, west to H Street, south to West 9th Avenue, west to L Street, south on Minnesota Drive to Spenard Road, southwesterly to East Turnagain Boulevard, north to West 42nd Place, west to Wisconsin Street, north to West 40th Avenue, west to Aero Avenue, north to west 36th Avenue, west to Lake Hood Airstrip, northwest to the end of Lake Hood Airstrip, west to the North-South taxiway of Anchorage International Airport, west to the Anchorage coastline, following the coastline north and east to the mouth of Ship Creek, the point of beginning. The house district has a population of 13,801 and a variance of + 0.4 percent. The house district will elect one house member and, with House District 14, one senator.

House District 14 includes all uplands within the area bounded by a line beginning at the mouth of Ship Creek, following Ship Creek upstream to the Alaska Railroad crossing and northeasterly along the railroad to the C Street overpass, south to Whitney Road, east to Post Road, northeast to the point of intersection with the Elmendorf Air Force Base boundary, east along the Elmendorf boundary to Mountain View Drive, south through Mountain View to McCarrey Street, south to South Pine Street, south to DeBarr Road, east to Norman Street, north to East 12th Avenue, east to Edward Street, north to Markstrom Drive, east to Donna Drive, southeasterly to Turpin Street, north to the Glenn Highway and the Elmendorf Air Force Base boundary, east to the extension of Patterson Street, due north along the Elmendorf boundary to Knik Arm, westerly into Knik Arm to the Municipality of Anchorage boundary, southerly along the municipal boundary and to the mouth of Ship Creek, the point of beginning. The house district has a population of 14,207 and a variance of +3.3 percent. The house district will elect one house member and, with House District 13, one senator.

House District 15 is bounded by a line beginning at the intersection of Tudor Road and Minnesota Drive, proceeding north to L Street, north to West 9th Avenue, east to H Street, north to west 3rd Avenue, east to C Street, north to Whitney Road, east to Post Road, south to Viking Drive, west to Ship Creek, west along Ship Creek to the Alaska Railroad, southwest along the railroad to Warehouse Avenue, southeast to Ingra, south to East 3rd Avenue, west to Gambell, south to east 9th Avenue, west to Eagle Street, south to East 15th Avenue, east to Gambell Street, south to east Fireweed Lane, west to C Street, south to West 32nd Avenue, west to Eureka Street, south to West 36th Avenue, west to Arctic Boulevard, south to Tudor Road, west to Minnesota Drive, the point of beginning. House District 16 is bounded by a line beginning at the intersection of DeBarr Road and South Pine Street, proceeding west to Bragaw Street, north to Penland Parkway, west to Airport Heights Drive, south to DeBarr Road, west to East 15th Avenue and the intersection of the North Fork of Chester Creek, southwesterly along the North Fork of Chester Creek to the Seward Highway, north on Gambell Street to east 15th Street, west to Eagle Street, north to East 9th Avenue, east to Gambell Street, north to East 3rd Avenue, east to Ingra Street, northwest to Warehouse Avenue, north to the Alaska Railroad, northeast to Ship Creek, southeast to Post Road, northeast to the intersection with the Elmendorf Air Force Base boundary, east and south along the Elmendorf boundary to Mountain View Drive, south through Mountain View to McCarrey, south to South Pine Street, south to DeBarr Road, the point of beginning. House District 17 is bounded by a line beginning at the intersection of Lake Otis Parkway and O'Malley Road, proceeding west to the New Seward Highway, south to the extension of Klatt Road, west to Klatt Road and to Timberlane Drive, south to Klatt Road, west on Klatt Road extended to the Anchorage coastline, northwesterly along the coastline to the mouth of Campbell Creek, northeasterly to the outlet of Campbell Lake and along the south shore of Campbell Lake to its inlet, following Campbell Creek to Dimond Boulevard, northeast to the Alaska Railroad, north along the railroad to Campbell Creek, north along Campbell Creek to Dowling Road, east to the New Seward Highway, south to East 72nd Avenue, east to Lake Otis Parkway, south to O'Malley Road, the point of beginning. The house district has a population of 14,131 and a variance of +2.8 percent. The house district will elect one house member and, with House District 18, one senator.

House District 18 is bounded by a line beginning at the intersection of Abbott Road and Abbott Loop Road, proceeding east on Abbott Road to Hillside Drive, north on Nettleton Drive to Lodge Pole Court, east to the Chugach State Park boundary, north to the South Fork of Campbell Creek, east along the creek to the powerline, southeasterly along the powerline through Powerline Pass to a point of intersection with a line extending due south from the southernmost boundary of the Fort Richardson Military Reservation, north to the military reservation boundary, easterly to include the Bird Creek and Glacier Creek and Twentymile River drainages to the eastern boundary of the Municipality of Anchorage, south and west along the municipal boundary and to the mouth of Potter Creek, following Potter Creek upstream to the New Seward Highway, north on the New Seward Highway past Potters Marsh to the Old Seward Highway, southeasterly to Rabbit Creek, northeasterly up Rabbit Creek to Elmore Road, north to Bragaw Street, north to Abbott Loop Road, north to the intersection of Abbott Loop Road and Abbott Road, the point of beginning. House District 37 includes all uplands and islands in the area bounded by a line beginning at the southernmost point of the intersection of the United States-Canada international boundary and the North Slope Borough boundary, proceeding west along the North Slope Borough boundary to the Northwest Arctic Borough boundary, south and west along the Northwest Arctic Borough boundary to the Continental Divide, westerly along the Continental Divide to Kougarok Mountain, southwest to the western extent of Brevig Lagoon, southwesterly offshore to include King Island, northerly to include Little Diomede Island, north and east around the north coast of Alaska to the United States-Canada international boundary, south along the United States-Canada international boundary to the point of beginning. The house district has a population of 12,889 and a variance of -6.3 percent. The house district will elect one house member and, with House District 38, one senator.

 

House District 38 - Senate District S - Nome - Lower Yukon

 

House District 38 includes all uplands and islands in the area bounded by a line beginning at the easternmost point of intersection of the boundaries of the Northwest Arctic Borough and the Bering Straits Native Corporation, proceeding west along the House District 37 boundary to the western extent of Brevig Lagoon, southwesterly offshore to include St. Lawrence Island and St. Matthew Island, easterly to include Nunivak Island, northeasterly up the Kolavinarak River and through Baird Inlet to Aropuk Lake, northeasterly along the Izaviknek River to intersect the House District 36 boundary south of Ohogamiut, northerly along the House District 36 boundary to the point of beginning. The house district has a population of 13,565 and a variance of -1.4 percent. The house district will elect one house member and, with House District 37, one senator.

 

House District 39 - Senate District T - Bethel - Dillingham

 

House District 39 includes all uplands and islands in the area bounded by a line beginning at the intersection of the Calista Corporation and the northwest corner of the Lake and Peninsula Borough, south along the Lake and Peninsula Borough boundary to the Bristol Bay Borough, proceeding southwesterly along the Bristol Bay Borough boundary and into Bristol Bay, offshore westerly and northerly to the House District 38 boundary at a point south of Nunivak Island, northeasterly along the House District 38 boundary to its intersection with the House District 36 boundary south of Ohogamiut, easterly along the House District 36 boundary to the point of beginning. The house district has a population of 14,507 and a variance of +5.5 percent. The house district will elect one house member and, with House District 40, one senator.

 

House District 40 - Senate District T - Aleutians

 

House District 40 includes the Lake and Peninsula Borough, the Bristol Bay Borough, the Aleutians East Borough, the Pribilof Islands, and all of the islands of the Aleutian Chain. The house district has a population of 15,020 and a variance of +9.2 percent. The house district will elect one house member and, with House District 39, one senator.
