ADMINISTRATIVE ORDER NO. 87
Under the authority of art. III, sec. 1, of the Alaska Constitution,
I, Bill Sheffield, Governor of the State of Alaska, order the
following:
1. STATEMENT OF POLICY. It is the policy of the state government
to encourage the use of Alaska agricultural, seafood, and timber
products in order to expand local industry and strengthen the
rural economy. This policy is stated in AS 37.05.220 -- 37.05.280,
AS 36.15.010 and 36.15.020, and AS 36.20.010.
2. IMPLEMENTATION OF POLICY. (a) When state agricultural,
seafood, and timber products are competitively priced, available,
and of like quality compared with products originating outside
of Alaska, each agency of state government shall try to ensure
the purchase of such state products for projects and contracts
financed with state money. Those efforts must include (when
appropriate) the insertion of a clause that requires the use
of Alaska agricultural, seafood, and timber products if they
are competitively priced, available, and of like quality as products
from outside the state, in all state contracts and invitations
for bids for state contracts.
(b) The commissioner of administration is responsible for
implementing this order. The commissioner of natural resources
and the commissioner of commerce and economic development shall,
on a regular basis, provide the Department of Administration
with lists of state agricultural, seafood, and timber products
and the identities of persons or companies supplying them.
(c) In implementing this order, no state agency may violate
any requirement of a state or federal statute or constitutional
provision.
3. EFFECTIVE DATE. This order takes effect immediately.
