Under the authority of Article II: of the Alaska Constitution, and AS 44.19.145(c), I hereby establish the Alaska Job Training Coordinating Council (council). The council shall serve as the state job training coordinating council under the Job Training Partnership Act of 1982 (P.L. 97-300), as it may be amended from time to time.

1. The principal purpose of the council is to plan, coordinate, and monitor programs in the State of Alaska which prepare youth and unskilled adults for entry into the labor force and which afford job training to those economically disadvantaged individuals, and other individuals facing serious barriers to employment, who are in special need or employment-related training. In addition to other advisory tasks relating to employment opportunities in the state which the governor may request the council to address, the council shall perform at functions prescribed in section 122(b) of the Act.

2. The council shall be composed of at least 15 members who are appointed by the governor. The governor shall appoint one Cabinet level or executive office official, or their designee, as a member of the council. The governor may designate other Cabinet level or executive office officials, or their designees, to serve as ex-officio members of the council without voting privileges. Other members of the council serve for staggered terms of three years at the pleasure of the governor. However, in the initial appointment of members to the council, the governor may appoint a member to a term of less than three years, so that the term of approximately one-third of the council expires each year. As prescribed by Section 122 (a) (3) of the Act, membership on the council must be composed of the following:

a. One-third of the membership of the council shall be representatives of business and industry, including representatives of business and industry from private industry councils in the state and from agriculture.

b. Not less than 20 percent of the membership of the council shall be representatives of the state legislature and of public agencies and organizations that the governor determines to have a direct interest in employment and training and human resource utilization within the state.

C. Not less than 20 percent of the membership of the council shall be representatives of units or consortia of units of general local government which are administrative entities or grantees under the Act.

d. Not less than 20 percent of the membership of the council shall be representatives of the eligible population and of the general public and representatives of organized labor, community-based organizations, and local educational agencies.

3. The governor shall designate one non-governmental member to serve as chairman of the council. The council may elect other officers as it considers appropriate. The council shall meet at least four times each year. Meetings of the council must be open to the public and must be preceded by reasonable public notice. A quorum to transact business consists of one more than one-half the full council membership. Members of the council receive no compensation for their service on the council, but are entitled to per diem and travel expenses authorized by law for boards and Commissions.

4. The Department of Community and Regional Affairs, Employment Opportunities Division, shall provide professional, technical, administrative and other staff assistance to support the activities of the council.

5. The Department of Labor shall serve, in accordance with sec. 125 of the Act, as the state agency responsible for oversight and management of a statewide comprehensive labor market and occupational supply and demand conformance system.

6. Except for specific responsibilities relating to the Act which are assigned to other state agencies, the Department of Community and Regional Affairs has general responsibility for statewide implementation and administration of all programs under the Act. Further, the Department of Community and Regional Affairs shall continue to administer employment and training programs under the Comprehensive Employment and Training Act (CETA), as amended, during the gradual termination of CETA programs.

I find that the establishment of the council will further, promote, and enhance employment opportunities for residents of the state.

This Order takes effect on March 31, 1983.
