Under the authority of AS 44.19.028, I hereby establish the Council on Economic Policy within the Office of the Governor.

A. The Council on Economic Policy shall be composed of no more than 12 members who are appointed by and serve at the pleasure of the Governor.

(1) The members of the council must be individuals reflecting a wide range of experience in areas such as banking or finance, business management, economics, and Alaska public issues.

(2) The council may include a maximum of five members who are not residents of Alaska and who, because of their backgrounds, will provide necessary expertise or perspective to the council.

(3) In addition to the 12 appointed members, the director of the Division of Policy Development and Planning and the director of the Division of Budget and Management serve as ex officio members of the council. However, these ex officio members are not entitled to vote in council matters.

(4) All members of the council will serve for a term of one year, commencing from the date of their appointment by the Governor.

B. In addition to the 12 appointed members and the two ex officio members, the Lieutenant Governor shall serve as chairman of the council. The Lieutenant Governor may not vote in council matters except in the case of a tie vote of the council. The Lieutenant Governor may appoint an individual to serve as chairman of the council during the absence of the Lieutenant Governor. The individual appointed by the Lieutenant Governor is not required to be a member of the council.

C. The council shall hold at least one meeting each calendar quarter.

(1) A member of the council is entitled to receive reimbursement for travel expenses and per diem incurred while on approved council business as provided by law for boards and commissions. A member who resides outside of Alaska is also entitled to receive compensation in the amount of $100 per day while attending scheduled council meetings.

(2) A member of the council is not entitled to receive the $100 per day compensation described in (1) of this subsection for more than 24 scheduled meeting days per calendar year.

D. The purpose of the council is to consider the economic future of Alaska with emphasis on the anticipated economic condition of the state five to ten years from the time of the council's consideration, and with lesser emphasis on the anticipated economic condition of the state sooner than five years and beyond ten years from the time of the council's consideration. In fulfilling its purpose under this subsection, the council shall evaluating the types of economic development and diversification which are practicable and desirable for Alaska, and as part of that evaluation, shall consider the quality of life in Alaska. The council shall also:

(1) conduct seminars on economic topics;

(2) provide the public with information resulting from the council's research and deliberations;

(3) provide the Governor with the results of the council's research and deliberations; and,

(4) make recommendations to the Governor relating to policies and programs which may serve to enhance economic activity and contribute to the state's financial health.

E. In accordance with AS 44.19.028, the commission established in this administrative order may remain in existence only until the first day of the First Session of the Thirteenth Alaska State Legislature.
