ADMINISTRATIVE ORDER NO. 69
FOR THE ASSIGNMENT OF ADMINISTRATIVE
RESPONSIBILITY FOR THE OFFICE OF COASTAL MANAGEMENT
I, Jay S. Hammond, Governor of the State of Alaska, order
and declare the following:
1. The office of Coastal Management, established pursuant
to AS 44.19.162 to serve as the staff to the Coastal Policy Council,
and located within the Office of the Governor, Division of Policy
Development and Planning, is detailed for administrative support
to the Department of Community and Regional Affairs. Payroll
for the staff positions in the Office of Coastal Management will
continue to be managed by the Office of the Governor, however,
through a reimbursable services agreement with the Department
of Community and Regional Affairs.
2. The Department of Community and Regional Affairs is designated
pursuant to section 306(c)(5) of the Coastal Zone Management
Act (16 U.S.C. § 1455(c)(5)) and 15 C.F.R. § 923.47
as the state agency responsible for receipt of any federal funds
granted to the State of Alaska for administration of the Alaska
Coastal Management Program. All contracts executed before July
1, 1981, by the Office of Coastal Management through the Division
of Policy Development and Planning remain in effect until termination
under the terms of each contract.
3. Pursuant to AS 44.19.162 and 6 AAC 80.030, the Office of
Coastal Management remains under the legal supervision of the
Coastal Policy Council and continues to serve in a staff capacity
to the council as the lead state agency responsible for implementation
of the Alaska Coastal Management Program and, within the Division
of Policy Development and Planning, as the agency responsible
for consistency comments under 15 C.F.R. § 930.18(b).
This order takes effect July 1, 1981.
