By: Barry Jeffrey Stern At Commissioner Nix's request, I have drafted a proposed administrative order which establishes an Interim Council on Domestic Violence and Sexual Assault. As you are aware, the legislation establishing the Council on Domestic Violence and Sexual Assault did not include a specific effective date. Consequently, the legislation takes effect 90 days after the Governor signed the bill, which would be October 24, 1981. Commissioner Nix feels that there is a pressing need to establish the Council as soon as possible in order to allow it to begin work on some of its duties, most notably, establishing a data base. The proposed administrative order establishes an Interim Council on Domestic Violence which expires on the date the actual council comes into existence. You should note that the duties assigned to the interim council are largely administrative. Additionally, the interim council is given authority to start the hiring process for an executive director. Finally, the administrative order allows the Governor to appoint the public members to the permanent council at the same time he appoints the interim public members.
